Eight crew members are missing and a search and rescue operation is underway after a drone attack set a tanker ablaze off the coast of Romania. The San Marino-flagged vessel, identified as the Wine Trader, reported explosions and fire on a Thursday morning while positioned 13 nautical miles east of the mouth of the River Danube at Sulina.
Romanian President Nicușor Dan confirmed the vessel was struck by drones, an incident that follows a series of similar attacks in the western Black Sea. On the Tuesday prior to this event, two merchant ships were struck by drones off the coast of Bulgaria; one of those vessels sank, leaving 11 crew members missing. Bulgarian officials stated they suspected Russian involvement in that instance and summoned the Russian envoy.
The Wine Trader was traveling from Tunisia to Romania when it reported blasts at approximately 07:00 local time. Romanian naval authorities deployed two Black Hawk helicopters and two rescue boats to the scene, though rescue efforts faced challenges from high waves. Four crew members were confirmed alive on the vessel, while eight remained missing at the time of reporting.
Russia's military stated it hit two cargo ships carrying military supplies to Ukraine’s Odesa port during a sea crossing, though it did not name the targeted vessels. Moscow has maintained that it targets ships delivering weapons or dual-use cargo. Conversely, officials in Kyiv and the European Union stated that merchant vessels carrying grain and civilian cargo are being targeted. European Commission President Ursula von der Leyen characterized the Black Sea as a front of escalation.
The regional impact involves the national security and territorial integrity of NATO members Romania and Bulgaria. Residents and businesses in these coastal regions may see a shift in military presence as Romanian President Dan indicated that upcoming discussions with NATO Secretary General Mark Rutte would focus on "operational requirements" and "additional equipment" to protect shipping. This suggests a potential increase in naval patrols or surveillance technology in the western Black Sea to counter drone "swarms" like the one detected near Ukraine's Snake Island.
What happens next depends on diplomatic and military consultations between NATO allies. The leaders of Romania and Bulgaria are scheduled to meet with NATO leadership in Brussels to discuss whether to invoke Article 4 of the NATO treaty, which allows members to request formal consultations when they believe their security is threatened. While the Romanian president stated there would be a "response from the Romanian state," the specific nature of that response remains uncertain as Moscow has repeatedly rejected calls for a naval ceasefire in these waters.
