How to read a $0 figure
A $0 in the "spent to date" column does not mean nothing has been spent. It means no itemized public total has been released. Presidential projects are funded three ways:
- Congressional appropriations — taxpayer money authorized by Congress. Usually itemized in agency budgets and CBO/GAO reports.
- Agency operating budgets — bundled inside a department's overall funding (National Park Service, Architect of the Capitol, Secret Service) and rarely broken out per project.
- Private donations — routed through the White House Historical Association or Trust for the National Mall. No taxpayer money, and donor totals are not required to be disclosed.
Where a figure has been publicly reported — even from a presidential statement — it is shown as the "projected total" and cited in the row's note.
