Lake Powell, the second-largest reservoir in the United States, fell to its lowest recorded level on Saturday, reaching 3,519.91 feet. According to U.S. Bureau of Reclamation data published Sunday, this elevation breaks the previous record low set in April 2023. The reservoir, located in Arizona and Utah, is currently less than 30 feet away from the level where it can no longer generate hydroelectric power.
The decline follows a similarly historic low at Lake Mead, the nation's largest reservoir, which reached its lowest point nine days prior. Both reservoirs are fed by the Colorado River, which has experienced a reduction in flow of approximately 20% since 2000. Experts attribute the shrinking water levels to a combination of long-term drought, rising temperatures, and sustained water consumption across the seven states that share the basin.
The Glen Canyon Dam, which forms Lake Powell, uses the river's flow to power eight turbines that generate electricity for nearly 500,000 households. The reservoir is now approaching a "minimum power pool" elevation of 3,490 feet. If the water drops below this point, the turbines will stop spinning. The Bureau of Reclamation stated it remains committed to reducing the risk of both Lake Powell and Lake Mead falling below critical elevations to protect infrastructure and meet water needs.
The scale of the decline is significant, as Lakes Powell and Mead currently hold less than 60% of the Colorado River basin's total stored water. For residents in the affected states, the immediate impact may include federally mandated reductions in water use. The U.S. government is expected to publish a plan in late August 2026 detailing specific water cuts required of each state through 2028. These cuts follow years of unsuccessful negotiations between state governments to reach a voluntary agreement on water sharing.
In the long term, the reservoir faces the risk of "deadpool" at 3,370 feet, a point at which water would no longer be able to flow downstream from the dam. To prevent this, researchers like Brad Udall suggest that "extraordinary measures," such as significant reductions in water releases, will be necessary this year. While an El Niño weather pattern may bring increased precipitation, experts caution that even record-breaking snowpack during a single winter would be insufficient to restore the reservoirs to stable levels. The federal government's forthcoming plan will determine the legal framework for water distribution for the next two years.
