Lake Powell, the second-largest reservoir in the United States, reached its lowest level on record Saturday, according to data from the U.S. Bureau of Reclamation. The reservoir’s elevation dropped to 3,519.91 feet, surpassing the previous record low of 3,519.92 feet set in April 2023. The reservoir, located in Arizona and Utah, is a primary component of the Colorado River system, which has seen its total water volume shrink by approximately 20% since 2000.
The record low at Lake Powell follows a similar decline at Lake Mead, the nation’s largest reservoir, which reached its own historic low nine days prior. Combined, these two reservoirs hold just under 60% of the water stored in the Colorado River basin. Officials attribute the declines to a combination of rising temperatures, multi-year drought conditions, and consistent water usage. Last winter was reported as one of the driest and warmest on record for the western U.S., resulting in less snowmelt to replenish the system.
Lake Powell currently sits less than 30 feet above the "minimum power pool" level of 3,490 feet. If the water drops below that threshold, the Glen Canyon Dam will no longer be able to spin its eight turbines to generate hydropower. Brad Udall, a climate research scientist at Colorado State University, stated that this threshold could be reached this year without "extraordinary measures," such as reducing water releases from the reservoir and upstream sources. A more severe level, known as "deadpool," occurs at 3,370 feet, at which point water would cease to flow downstream entirely.
The scale of the crisis involves the irrigation of more than 5 million acres of farmland. While experts like Sarah Porter of the Kyl Center for Water Policy suggest that major cities like Phoenix and Tucson have secured backup supplies, smaller communities and Tribes may face greater difficulty in funding and accessing alternative water sources. The Colorado River serves as a critical "bank account" for the Southwest; as levels drop, the daily availability of water for agricultural production and municipal use faces increasing strain, which may eventually be reflected in higher utility costs or water restrictions for residents.
The regional impact is expected to intensify as federal authorities prepare to mandate specific water reductions. After the seven basin states failed to reach a voluntary agreement on usage cuts, the Department of the Interior and the Bureau of Reclamation took control of the process. A federal plan is expected to be published in the coming days that will outline mandatory water reductions through 2028. While a potential El Niño weather pattern could bring more rain, experts cautioned that even a record-setting snowpack would not be sufficient to immediately stabilize the reservoir levels. Even with these upcoming federal mandates, the exact scale of the cuts for each state remains to be determined.
