The proposed "Triumphal arch" would be 250 feet tall, which is two and a half times the size of the Lincoln Memorial. President Trump has stated the structure will feature gold-gilded winged statues, an observation deck, a gift shop, and a cafe. He more recently described the site as a military complex that would include ammunition, snipers, and drones.
The project represents a shift in the administrative use of the National Mall, moving toward a multi-use facility that combines a memorial with a commercial cafe, gift shop, and an active military installation. This sets a precedent for incorporating defensive technology, such as drones and snipers, into public commemorative spaces. The physical scale of the project, at 250 feet, would permanently alter the vista designed to connect the Lincoln Memorial with the gravesites at Arlington, impacting millions of annual tourists and local residents who use these federal lands.
The next step for the project rests with the National Capital Planning Commission, which is the federal agency responsible for planning and design review in the District of Columbia. The commission is expected to review the arch proposal again in November 2026. Legal challenges also continue through the lawsuit filed by Public Citizen earlier this year. Representative Don Beyer (D-VA) and Senators Merkley and Duckworth stated they are leading ongoing congressional efforts to block the construction.
