Leaked government documents obtained by Sky News have revealed a 50-page strategy dossier created in late April 2026 to stabilize the premiership of former Prime Minister Keir Starmer. The papers, marked "official-sensitive," outlined a "blueprint for survival" focused on economic, energy, and national security themes intended to guide the administration through the October 2026 Budget.
The strategy was developed by a small group of senior No 10 advisers and circulated within the civil service. While Starmer resigned as a Member of Parliament earlier in September 2026, the documents show that approximately 20 of the 50 proposed ideas were announced before his departure. His successor, Prime Minister Andy Burnham, has since moved forward with six of the proposals.
According to the dossier, the administration sought to transition from "the politics of faction to the politics of project" and move toward "ambitious optimism." Specific measures included a "war effort" on home insulation and electrification, efforts to counter foreign interference in British elections, and public transport discounts. Within days of taking office, Burnham extended the £2 bus fare cap, a policy mentioned in the leaked papers.
The documents also proposed granting tax and spending powers to regional mayors and addressing high street shops described as "dodgy." Decisions regarding North Sea oil and gas drilling, another item in the dossier, are expected to be announced within weeks. Opposition figures, including Shadow Energy Secretary Andrew Bowie, stated the documents show the government is aware that approving North Sea projects like Jackdaw and Rosebank would support energy security.
The scale of the policy shift involves approximately 50 distinct government initiatives, of which 26 have already been initiated by either the current or former administration. For commuters, the extension of the £2 bus fare cap provides a price ceiling on travel costs. The government is also moving to regulate certain shops.
The reveal shows how the Burnham administration is handling the policy legacy of its predecessor. While Green Party Deputy Leader Rachel Millward characterized the current leadership as a "continuity government," former adviser John McTernan argued that Burnham’s current polling—contrasted with Starmer’s 17%—suggests a different political trajectory. The next major milestone for these policies will be the October 2026 Budget, where the remaining proposals from the dossier may be formally funded or rejected.
