Police in Hillsboro, Oregon, arrested Dr. Steven Milner in connection with the January 2023 death of Kenneth Fandrich. Investigators discovered Fandrich’s body inside his vehicle at an Intel parking garage after his wife, Tanya Fandrich, reported him missing and tracked his location via his phone. Detectives Stephanie Winter and Devin Rigo identified a suspect through surveillance footage showing a masked man in a hard hat spray-painting security cameras on the day of the death. Further review of footage recorded a month earlier showed a person in similar attire. Investigators noted a distinctive forehead crease on the masked individual that they later matched to Milner. Security video from the day of the death also showed a maroon Dodge van entering the garage; investigators believe Fandrich was pulled into the van and killed before his body was placed back in his own car.

Tanya Fandrich, a former employee at Milner’s veterinary clinic, told police she had a brief affair with Milner in 2017. Following the end of the affair, Kenneth Fandrich reported ongoing harassment, including the discovery of GPS tracking devices on his vehicles. In August 2022, Milner was criminally charged in connection with these tracking devices, and Kenneth Fandrich filed a civil lawsuit against him shortly thereafter.
