President Donald Trump announced on Monday, October 19, 2026, that the Lincoln Memorial Reflecting Pool is "70% filled with water" following a renovation process. In a post on Truth Social, the president warned that anyone who damages the pool "will GO TO JAIL," maintaining that previous damage to the site was the result of vandals. The president also stated that security cameras have been installed to monitor the area.
The renovation project, which the president initially estimated would cost $1.5 million, has reached approximately $20 million in spending. Much of this funding was distributed through no-bid contracts. While Interior Secretary Doug Burgum stated in July 2026 that no new contracts would be awarded after spending exceeded $17 million, the National Park Service (NPS) issued a $2.7 million contract for water treatment work the following month.
The project faced significant delays following a failed installation of an "American flag blue" liner earlier this year. A 75-page failure analysis commissioned by the contractor, Atlantic Industrial Coatings, found the liner failed in at least 85 locations. The report attributed the failure to the pool being refilled before the coating had set, a process the report stated was driven by a demand to finish for July 4 celebrations. The report cited buckling along eight expansion joints and blistering in nearly 40 spots, but did not mention vandalism.
The ongoing work has altered the day-to-day experience for tourists and D.C. residents, who have seen the pool empty or cloudy during the refilling process. Additionally, the president claimed that grass on the Mall had been poisoned to spell out messages against him, though the NPS attributed recent grass damage to structures built for the "Great American State Fair." The use of $2.7 million in additional funds for water treatment in August, despite a stated spending cap, indicates continued financial commitments to the site's maintenance.
The refilling process began last week, and signs posted by the NPS inform the public that water may appear cloudy while contractors apply final repairs. Lawyers for Hearn have requested that the Justice and Interior departments open an independent investigation into the circumstances of his arrest and the renovation's management. It is not yet known if the Justice Department will pursue further investigations or if the current liner will meet long-term durability standards.
