Rep. Cory Mills (R-FL) is seeking a third term in Florida’s 7th Congressional District Tuesday amid ongoing House Ethics Committee investigations. The primary contest serves as a measurement of President Donald Trump’s endorsement power, following recent losses by Trump-backed candidates in Michigan and Tennessee. While Trump endorsed Mills in February, a more recent advertisement of Florida primary endorsements from the president did not include the congressman.
The House Ethics Committee has been investigating Mills since November regarding allegations of campaign finance violations and sexual misconduct. The probe also includes inquiries into whether Mills properly filed House disclosure statements, received special treatment, or improperly obtained gifts. In May, the committee expanded its investigation to include a court injunction related to a former girlfriend and a recanted report of assault involving a woman last year.
Mills has denied all allegations of wrongdoing, stating in April that there are no open criminal or civil cases against him and that he has never been arrested or prosecuted. The Republican field features three challengers: Army veteran Michael Johnson, former news anchor Ryan Elijah, and businesswoman Sarah Ulrich. Several Florida Republicans have split their support, with Reps. Anna Paulina Luna and Mike Haridopolos backing Elijah, while Reps. Brian Mast and John Rutherford have endorsed Mills.
The scale of the impact involves the district's thousands of registered voters who will choose between four Republican candidates and, eventually, a Democratic opponent in November. A primary victory for an embattled incumbent or a challenger will establish the party's platform for the general election. According to Geoffrey Skelley, chief elections analyst for Decision Desk HQ, the internal Republican conflict may influence Democratic strategies, as some party members believe an embattled incumbent provides their best opportunity to flip the seat.

The precedent set by this race involves the weight of presidential endorsements against active ethics investigations within the House of Representatives. Following the Tuesday primary, the winner will prepare for the November general election, where the Republican nominee is currently favored by the Cook Political Report, while Bale Dalton is considered the frontrunner for the Democratic nomination.
