Russian President Vladimir Putin agreed on Wednesday, October 21, 2026, to resume trilateral peace negotiations with the United States and Ukraine. The announcement followed a meeting in St. Petersburg between Putin and U.S. envoy Steve Witkoff.
The Kremlin stated that these technical-level talks could begin on or after November 10, with Abu Dhabi cited as a potential location. The discussions are expected to focus on how to guarantee the security of Russia and Ukraine once the war ends. This agreement marks the first time since February 2026 that the three nations have committed to U.S.-mediated peace talks, which were previously interrupted by the outbreak of war between the United States and Iran.
During the meeting, Russia released Stephen Hubbard, a retired U.S. schoolteacher who had been detained for over four years. U.S. officials described the release as a goodwill gesture following a request from President Donald Trump. Witkoff also presented Putin with documents containing peace proposals, while Jared Kushner, the president’s son-in-law, joined the meeting by phone to convey additional ideas.
The diplomatic push comes amid recent friction between Washington and Kyiv. Reports from the Wall Street Journal, cited by Reuters, indicated that billionaire Elon Musk may have recently ordered a slowdown of the Starshield satellite system used by Ukraine. Additionally, U.S.-Ukraine relations have been affected by a recent U.S. diesel export deal with Russia, intended to lower domestic American fuel prices.
The Kremlin indicated that Ukraine brought "new ideas" to a separate meeting in Oslo on October 20, though Russian officials expressed reservations, stating the current nuances do not entirely satisfy their requirements. Putin maintains central aims that include full control of eastern Ukraine's Donetsk region and a guarantee that Ukraine will not join the North Atlantic Treaty Organization (NATO).
President Putin suggested Russia could supply fertilizer to U.S. farmers and offered to leverage Russia's relationship with Tehran to address U.S. concerns regarding Iran's nuclear program. A three-way meeting between President Trump, President Putin, and Chinese President Xi Jinping is also being prepared for next month in China. The technical talks in Abu Dhabi are scheduled to begin as early as November 10, 2026, though a final peace agreement has no established deadline.
