Meazure Learning, a testing software provider, has agreed to pay $1.35 million to settle a class action lawsuit following technical issues during California’s February 2025 bar exam. A proposed settlement filing submitted on Friday, September 18, 2026, in federal court outlines the agreement to end the litigation brought by test takers.
The February 2025 exam marked the first time the State Bar of California delivered the test both in person and online. During the administration, some examinees reported they were unable to log into the system, while others experienced computer crashes and additional technological failures.
Under the terms of the settlement, approximately 4,100 examinees would receive a full refund of the $153 laptop fee required for the exam. The seven named plaintiffs in the case are slated to receive $10,000 each, while their attorneys are projected to receive up to $450,000 in fees plus nearly $28,000 in litigation costs. Meazure Learning, also known as ProctorU, had previously asked the court to dismiss the case in 2025, arguing its software was an "intangible item" not covered by California consumer protection laws.
The $1.35 million settlement is the second major financial resolution involving Meazure Learning and the February 2025 exam. In July 2026, the company settled a separate lawsuit with the State Bar of California, agreeing to pay the agency $5.25 million and forgo an additional $1.36 million payment. Together, these settlements represent a total financial impact on the vendor exceeding $7.9 million. Any money from the class action settlement that goes unclaimed by the examinees will be directed to the California Lawyers Foundation, a nonprofit focused on legal diversity and access to justice.
A federal judge must still grant final approval to the agreement before payments can be issued. U.S. District Judge Jon Tigar for the Northern District of California is scheduled to consider the preliminary settlement on January 27, 2027. If approved, the refund process for the affected test takers will follow that hearing. Neither Meazure Learning nor the plaintiffs' lead attorney provided immediate comment on the filing.
