The directive seeks to limit the use of traffic stops as a method for apprehension while investigations into the recent fatalities are conducted. One of the incidents occurred in Maine, where a man was killed during an encounter with ICE officers. A second incident in Florida involved a man who was struck and killed by a tractor-trailer while fleeing from immigration agents on foot.
