President Volodymyr Zelenskiy has awarded the Order of Freedom, one of Ukraine's highest state honors, to SpaceX owner Elon Musk. A presidential decree published on Wednesday cited Musk for his contributions to protecting human life and freedom and for developing relations between the United States and Ukraine. The award comes as the Ukrainian government seeks to expand its use of the company’s Starlink satellite internet terminals for military operations.
SpaceX activated Starlink service over Ukraine shortly after the 2022 Russian invasion, providing a communication network that Ukrainian forces use for battlefield coordination and drone operations. Earlier this year, at the request of former Defense Minister Mykhailo Fedorov, Musk agreed to deactivate thousands of "grey-market" Starlink terminals used by Russian forces. Fedorov was later dismissed from his post in July.
Kyiv is currently requesting permission to use Starlink over Russian territory to facilitate strikes on ballistic missile launchers. President Zelenskiy noted that while Musk initially opposed the request as a "major escalation," the Ukrainian government has recently received what Zelenskiy described as "more encouraging feedback." The Ukrainian president stated that expanding Starlink’s reach could diminish Russia's ability to prolong the conflict.
The expansion of Starlink usage into Russian territory would represent a shift in the operational rights of private satellite technology in active combat.
