A video captured a U.S. Immigration and Customs Enforcement (ICE) agent pointing a handgun at a bystander during an arrest in North Hollywood on Friday morning. The incident occurred around 8:30 a.m. near the Ivy Apartments at Vineland Place and Otsego Street.
The Department of Homeland Security (DHS) identified the person being detained as Angel Luis Gonzalez Lobo, a Venezuelan national. According to DHS, Gonzalez Lobo was the subject of a targeted operation after failing to appear for a court date and was issued a final order of removal by an immigration judge. He remained in ICE custody following the arrest.
Cell phone footage of the interaction shows several masked agents wearing "ICE Police" vests taking Gonzalez Lobo toward an unmarked SUV. A bystander walking two dogs appeared to pick up an object from the ground and toss it. One agent then pushed the man into bushes while pointing a handgun at him. DHS stated the bystander was armed with pepper spray and created a "moment of chaos" that interfered with law enforcement duties.
Los Angeles Mayor Karen Bass stated she is engaging the Attorney General’s Office to investigate the agents' conduct and has referred the matter to the office of U.S. Rep. Robert Garcia (D-CA). Rep. Luz Rivas (D-CA) and City Councilwoman Nithya Raman also issued statements criticizing the agents' tactics.
For residents, the immediate impact is a documented instance of a bystander being held at gunpoint during a federal arrest. This highlights the day-to-day interactions between federal agents and civilians in jurisdictions where local laws often limit cooperation with immigration authorities. The incident may influence how residents interact with federal officials in public spaces.
What happens next depends on the findings of the Attorney General’s Office and the oversight review requested by Mayor Bass. Gonzalez Lobo will remain in ICE custody pending his removal proceedings. This event follows the implementation of California state laws intended to provide accountability measures for federal immigration agents operating within the state.
