The Collision Avoidance Systems Act of 2025 directs the Department of Transportation to update federal safety standards to permit the use of pulsating brake light systems on all passenger cars, trucks, buses, trailers, and motorcycles. Under the bill, high-mounted stop lamps would be allowed to pulse rapidly up to four times for a maximum of 1.2 seconds before remaining solid until the brake is released. The legislation requires the agency to establish new performance-based standards for these systems to ensure they function safely alongside traditional signaling devices.
