In brief
This bill prohibits the federal government from disqualifying foreign nongovernmental organizations from receiving U.S. international development assistance based on the medical services or advocacy they provide using their own non-U.S. funds. Under this legislation, foreign organizations could receive U.S. aid while using other funding sources for medical counseling, referrals, and lobbying activities, provided those actions are legal in the host country and meet the same standards required of U.S.-based organizations. Introduced by Representative Lois Frankel (D-FL), the bill is currently awaiting consideration by the House Committee on Foreign Affairs.
