The Kids’ Access to Primary Care Act of 2025 requires state Medicaid programs to pay primary care providers at rates no lower than those paid by Medicare. This payment floor applies to primary care services provided after the bill is enacted and expands the types of eligible practitioners to include professionals such as obstetricians. The bill also tasks the Centers for Medicare & Medicaid Services with studying the number of enrolled children and provider participation levels following these rate changes.
