In brief

The Halting International Relocation of Employment (HIRE) Act imposes a 25% federal excise tax on payments made to foreign persons or entities for labor or services that benefit U.S. consumers. It further prohibits businesses from claiming federal tax deductions for these outsourcing payments or the associated excise tax. Revenue generated from these taxes and related penalties will fund a new Domestic Workforce Fund to support national apprenticeship programs, job retraining, and state grants for communities facing high job displacement.
