How the credits work

A premium tax credit caps what an enrollee pays for a benchmark silver plan at a set percentage of household income. The enhanced schedule lowered those percentages and removed the income cliff.

Because the credit is advanced monthly to the insurer, a change in the formula shows up directly in the enrollee's bill at the next open enrollment, not at tax time.

What Congress can do

Extend the enhanced schedule, permanently or for a set number of years; let it lapse and return to the original formula; or replace it with a different structure such as flat credits or expanded health savings accounts.
